Information About the Conference

eHealth, implementation of IT systems in healthcare domain, has been perceived as one of key drivers of improvement in healthcare system. Many efforts and attempts have been undertaken in order to introduce ehealth solutions in many countries and regions around the globe.

Implementation of ehealth is a complex multi-dimensional process that takes years. Therefore it is important to create and execute the strategy that is addressing, in comprehensive and coherent way, all major issues affecting the implementation of ehealth.

Due to the nature of healthcare systems that are networks of many stakeholders, the interoperability of IT system that are deployed and operated by those stakeholders rise as one of the key success factor of ehealth.

Recognizing the strategic challenges in the field of e-Health, and the EU Commission’s recommendation regarding interoperability standards in ehealth as well as the experiences of other European countries, we invite you to participate in the 2-day conference on the issues of ehealth.

Alexander Berler

IHE Services Director, IHE Europe AISBL
Consulting Services Director, Gnomon Informatics SA

Dr. Alexander Berler has an MSc in Biomedical Engineering and a PhD in Medical Informatics. He was affiliated with the Electrical Engineering Department, National Technical University of Athens, Greece, as a Postgraduate Student and Research Associate in the areas of healthcare information systems interoperability, medical informatics and telemedicine until 1999.

He has worked at Information Society SA, the Greek official governmental information technology project office, as a project director responsible for the large healthcare informatics projects of the Greek government until 2006. He is currently employed as the Director of consulting services department at Gnomon Informatics with an expertise in international projects related to e-health, e-procurement and e-government. He is an active member of the openNCP community on the creation of tools for cross border healthcare across Europe and beyond. He is also acting as the IHE services director on behalf of IHE Europe, promoting the use of international standards via the IHE Technical frameworks and Integration profiles.

He is a member of several societies, institutes and organizations (IEEE, ACM, etc), a member of several IHE Europe Committees and the Chair of HL7 Hellas, the Greek HL7 International Affiliate.

 

Vedran Boškić

Business development director at PARSEK

Vedran Boškić is Business development director at PARSEK d.o.o. from Ljubljana, Slovenia. With Master degree in telecommunication engineering, Vedran spent several years in telecommunication industry but opportunity to actively enroll in healthcare ICT very soon become his main focus in professional career.

As CIO in 1200 beds university hospital, Vedran successfully realized analog to digital transformation of all hospitals complex business process, which were also successfully aligned with national eHealth projects, where Vedran participated in project definition and realization phase. In PARSEK d.o.o. Vedran established strong healthcare competences which resulted with first healthcare ICT product in this company which was very soon recognized on international market.

Interoperability is main ground stone of all Vedran’s activities and this is why Vedran initiated IHE Adria foundation with clear commitment to introduce internationally standardized interoperable framework in eastern European countries. In last several years Vedran delivered many presentations about interoperability benefits and is continuing with dissemination of this subject.

Vedran has also successfully delivered several EU financed interregional projects where IHE profiles were essential elements.

Karima Bourquard, PhD

IHE-Europe Director of Interoperability

Karima Bourquard, PhD, is IHE-Europe Director of Interoperability, and Senior Consultant and founder of IN-SYSTEM (France). She assists several regional/national projects on teleradiology and telemedicine or cooperation between Healthcare Professionals. She has a solid background on Healthcare IT as eHealth project director and on eHealth interoperability.

During the last 15 years, she contributed to the creation and development of IHE (Integrating the Healthcare Enterprise) in France and in Europe. She is user co-chair of IHE-France and was IHE-Europe user co-chair (www.ihe-europe.net). She is member of IHE International. She is currently Director of Interoperability of IHE-Europe and board member of InteropSanté in France, working on EU Affairs. She was involved in several European projects such as epSOS, Antilope (she was the technical coordinator), eHGI, epSOS (leading the organisation of the testing) and other projects. Today, she is WP leader in the eStandards project,

With the expertise of ISO/IEC 17025, she contributed as IHE International team member to the design and development of the Conformity Assessment Scheme (CAS).
She is also COFRAC (www.cofrac.fr) technical auditor for testing laboratory in eHealth. COFRAC is an accredited national organisation in France, recognised at the European and international level within the EA (http://www.european-accreditation.org/ea-members) and IAF (http://www.iaf.nu/).

From 2000 to 2009, she led several projects on IT for hospitals (Patient Identification, EHR, Security, Healthcare Professional Directory, Change Management, etc.) as director of studies and director of interoperability at GMSIH (Groupement de modernisation des systèmes d’information hospitaliers) and developed interoperability field in France and international by creating laboratory and pharmacy committees in IHE. She was slo member of AFNOR, national standard body, CEN and ISO.

 

Charles R. Parisot

IHE-Services Chair
GE Healthcare (US, France), Manager, Architecture and Standards

Charles Parisot is the Chair of the IHE Services operation of IHE-Europe that provides interoperability consulting services and testing tools to vendors, national and regional ehealth projects in order to build trust in interoperability.

Charles Parisot is also in charge of standardization and IT architecture in the System Interoperability and Security group at GE Healthcare. Through his extensive experience in contributing to a user driven harmonization and implementation of interoperability standards, Charles has earned the trust of many healthcare user communities in the USA, Europe and Middle-east to effectively achieve the rapid adoption of interoperability standards using a collaborative approach.

Charles has been directly engaged in standards development and harmonization activities in the USA where he was among the leadership of the HHS sponsored Health IT Standards Panel (HITSP), where Charles has demonstrated a commitment to meet the challenges of interoperability in a practical manner. As chair of the Standards and Interoperability Working Group of the US national EHR Association for the past 12 years, he coordinates its 30 members that represent over 90% of the clinical IT market. In that role he has contributed the interoperability part of the US meaningful use program launched in 2008.

Charles has applied his extensive experience at ensuring successful standards implementation in large and complex multi-stakeholder industries through the launching and extension of the Integrating the Healthcare Enterprise (IHE) initiative in the USA and later in Europe. Charles has been co-chair of the IHE IT Infrastructure Technical Committee for four years, where his major focus has been the development of cross-enterprise interoperability for EHRs in regional and national health information networks. He is currently member of the IHE International Board.

Charles was one of the key contributors in the European eHealth Standards Mandate that delivered a recommendation to the European Commission on how to organize effectively the European-wide agreement on eHealth interoperability specifications across the 28 European countries. He also contributed to the European large Scale Project (epSOS) for the exchange of Cross-border patient summaries and ePrescriptions where he was elected to lead the Steering Committee of the Industry Team representing more than 30 vendors. He has contributed to the European epSOS decision to base its interoperability specification on IHE profiles, leverage the use of IHE test tools, and organize the epSOS Projectathon, based on the model of the famous IHE Connectathon. Charles has supported the European Commission recognize for procurement 27 IHE profiles (July 2015).

Recently he has contributed to the development of conformity assessment in the field of ehealth interoperability based on ISO standard accreditation processes (IS17025). He has been one of the primary author of the IHE Conformity Assessment Scheme and driven the ramp-up of the IHE International testing program that now complements the Connectathon with several accredited test laboratories around the world.

He has been active in the national healthcare field for the past 25 years, bridging the clinical, policy and business domains with the complex technical domain of health IT interoperability standards. In doing so, he has gained the respect of several physician societies, regional and international health information exchange projects and leading government health officials around the world.

Claudio Saccavini

Claudio Saccavini from Veneto region.

From 2009 Claudio Saccavini is Technical Manager of Arsenàl.IT, Veneto’s Center for Research and Innovation in e-Health. All his career has developed in the healthcare world: from 1997 he has performed many activities for University of Padova, from 2004 he has been employed by Health and Foreign Ministry as consultant about de-materializing and about the implementation of telemedicine in the Italian Hospitals worldwide.

About his scientific research and e-health experiences, from 1998 to 2002 he was member of DICOM Committee on behalf of SIRM, from 2001 he is a Project Manager of the Italian IHE Committee and from 2011 he is co-chair of IHE ITI Planning Committee.

Artur Pruszko is Ph.D. in mathematics and graduated from Executive and MBA program of University of Minnesota (US). Artur Pruszko is an expert in strategic management , investments project management, business development and restructuring. Artur Pruszko is an expert in telecommunication industry and investment processes, he has long professional experience in Polish Telecom (Telekomunikacja Polska, TP) where he held managerial position in Strategy Department and Business Development Department, and then worked for private equity and have been providing consulting services. Artur Pruszko recently conducts projects related to the improvement in healthcare, including in the field of telemedicine and e-health.

Daniel Okniński

Daniel Okniński – Operations Manager, Philips Health Systems responsible for Central and Eastern Europe (18 countries), Coordinator of COCIR Working Group in Poland 2014-2016, specialized in European Union Funds, innovations in healthcare and maintenance of medical systems. Author of professional journal articles in area of Healthcare Policy, European Funds and telemedicine. In Healthcare for 8 years, earlier responsible for global sourcing strategies in network and telecom in Philips headquarters in Eindhoven. Alumni of Warsaw School of Economics, Polish Japanese Academy of Information Technology and Mini MBA program in Ashridge Business Shool, UK.

Agnieszka Mencel

Agnieszka Mencel is an advocate and manager in Ernst & Young Law Tałasiewicz, Zakrzewska i Wspólnicy sp.k. She has over 10 years of professional experience and specializes in legal advisory regarding copyrights, industrial property rights and data basis protection. She has advised clients on numerous significant implementations of IT systems. Agnieszka has extensive experience in legal advisory for both domestic and foreign entities from i.a. pharmaceutical, health, telecommunication, financial and services sectors.

Grzegorz Bliźniuk

BEng, MSc, PhD

Dr inż. Grzegorz Bliźniuk, BEng, MSc, PhD, is a Head of Research, Analysis and International Cooperation Department at CSIOZ, scientist and lecturer in Military University of Technology (Warsaw, PL). His research is focused on interoperability of IT systems, medical IT systems, clinical decisions support systems, modelling of information and IT systems. He has published many relevant scientific papers. He was also manager of an R&D project which was co-founded by ERDF (EU structural found). Between years 2005 and 2007 he was plenipotentiary minister responsible for implementation of Schengen IT system for Poland and deputy minister of interior and public administration affairs with responsibility for IT systems in whole public administration in Poland. Marcin Węgrzyniak

Dyrektor Centrum Systemów Informacyjnych Ochrony Zdrowia (CSIOZ)

Marcin Węgrzyniak, Graduated from the Faculty of Journalism and Political Science of the University of Warsaw (full-time, master’s degree courses) and the Warsaw School of Economics – internal audit and the public internal financial control (post-graduate studies). In 2007 he started his career in the Ministry of Economic Development. He participated in the EU negotiations as the member of the Managing Institution of the Operational Programme Infrastructure and Environment. He was involved in the development of management and control system. Since January 2010 he has been employed in the National Centre for Healthcare Information Systems. First, he was a chief specialist for the 2 financing of projects from the EU. Then he worked as the project manager of Platform for Sharing Services and Resources of Digital Medical Records with on-line Business. As the manager of the Project Management Office he was responsible for managing coordinators of informatization projects of healthcare system. His responsibilities included the development of projects: Domain Systems Supplementary to Health Information System, Improving the Quality of Healthcare Management through the Promotion of ICT Knowledge, Central Register of Pharmacists, Direct Import Service System, InVitro Register. Holder of the IT and project managements certifications: Prince 2 Foundation, Prince 2 Practitioner, ITIL v3 Foundation, MSP Foundation, P3O Foundation.

Paweł Masiarz

He has been working at the National Centre for Healthcare Information Systems since 2013. As the architect specialist in the Project Management Office he is responsible for:

  • the development of the Polish National Implementation of HL7 CDA;
  • breaking barriers to the implementation of electronic medical records within health care units;
  • the development of the enterprise architecture for Healthcare Information System;
  • supporting project managers by providing specialized products for projects.

He was employed in the IT Department of the Świętokrzyskie Cancer Center as the medical system administrator. He was specialized in medical image processing and archiving in the radiology department and brachytherapy treatment planning. The head of Medical Systems 2 Section in the IT Department. He is also a medical systems designer and an implementation specialist.

He was involved in the following projects:

  • the launching of the regional platform of data interchange within health care units in the Świętokrzyskie province as a part of the project: ‘eHealth in the Świętokrzyskie province, the development and implementation of information systems in health care units – the 1st stage’;
  • the implementation of the Integrated Hospital Information System in the Świętokrzyskie Cancer Center (LIS, PACS, RIS included);
  • the opening of the positron emission tomography unit and the modernization of the nuclear medicine department;
  • the modernization of the mammographic unit to the digital unit, the launching of the Mobile Mammography and Cytology Unit (Medical Trailer).

He is the member of the Polish Telemedicine Society, the Polish Affiliate Organization of HL7, the Polish Information Processing Society and the International Society for Telemedicine and eHealth.
